The Industrial Pretreatment Program is responsible for the enforcement of federal, state and local regulations that pertain to the quality of industrial and commercial wastewater discharged into public sewer lines for reclamation at the Districts three wastewater treatment facility’s. Included in this responsibility, is the implementation and enforcement of the Federal Environmental Protection Agency’s (EPA) General Pretreatment Regulations 40 CFR Part 403 and the District’s current Sewer Use Ordinance 160. The Division performs the following functions: continual wastewater discharge survey, wastewater discharge permitting, new construction and tenant improvement plan checks, inspections, wastewater sampling, illegal discharge investigations and revising (as required or needed) Ordinance 160.

This program’s purpose is to control characteristics of wastewater dischargers into EVMWD’s sanitary sewer system in order to prevent harm to the wastewater treatment works, pass through of pollutants to the waters of the state, and to protect the health, safety, and welfare of the public and District personnel. The Industrial Pretreatment Program ensures that all dischargers are in compliance with federal, state, and, local discharge requirements.
