All information appearing on this page is for informational purposes only. Every attempt is made to continually update information on this page; however, it may sometimes be out of date. The District's rate, fees and policies are documented in the District's Administrative Code, which are voted on by a publicly elected Board of Directors.

The following documents, which are part of the District's Comprehensive Annual Financial Report (CAFR), compare monthly rates for water and sewer service for the District and other local agencies.

Water Rates

The District is divided into 2 distinct divisions for the purpose of billing water rates, the Elsinore Water Division and Temescal Water Division. A majority of the District's customers are in the Elsinore division. Each division includes residential, commercial and landscape irrigation customers; all of which are billed at different rates.

Residential and Landscape Irrigation customers are billed on a water budget based block rate program in order to promote conservation among rate payers. Residential customers have an indoor water budget based on the number of residents in the home and a summer and winter outdoor water budget that is based upon the irrigated landscape area square footage, evapotranspiration rates and landscape water needs.

Landscape Irrigation customers do not require an indoor water budget and only have an outdoor summer and winter water budget based upon the same factors above.

All water is billed in units of a hundred cubic feet, called CCF, which is equal to 748 gallons. (For a complete listing of District water rates, please click here to view the appropriate section of the Administrative Code.)

The District originally defaulted all residential customers to 4 person in the household and a calculated amount for their irrigated landscape area. If a customer has needs that are greater than the amounts defaulted by the District, then they must submit a Water Budget Variance form along with required documentation. The District requires 30 days to process the form and any changes to the billing factors will impact the customer's future billings and will not be retroactively applied.

Residential Customers

The amount of water billed at each block will vary for each customer and will be prorated up or down from 30 days depending on the number of days in the billing period. The goal for every residential customer is to ensure that their water usage does not exceed their water budget and to prevent any usage being billed at the progressive higher water rates in Block 3, 4 and 5.

Block 1: Low Volume Discount- Represents the residential customer's indoor water budget and is based on the number of residents in the home. Each resident is budgeted 60 gallons per day. (Example: 4 Residents x 60 GPD x 30 Days = 7,200 gallons, or 9.6 CCF)

Block 2: Conservation Base Rate- Represents the residential customer's outdoor water budget based on the square footage of irrigated landscape area, evapotranspiration (ETo) data and the water needs of landscaping. There is a winter and summer outdoor water budget.

Formula: ((ETo x Landscape Needs Factor) / Conversion to Gallons Factor)) x Landscape Square Footage

Example: ((57.33 x .60) / 1.6043) x 4,704 sq. ft. = 100,859 gallons or 134.8 CCF per year (0.37 CCF per Day)

The resulting annual water budget is not divided evenly among all months. Instead, more water is budgeted for the hot summer months, and less for the cooler winter months:

Winter Water Budget (30 Day, Oct - Apr Water Usage): (0.37 CCF x 30 Days) x .66 (Winter Budget Factor) = 7.3 CCF per 30 Day Billing Period

Summer Water Budget (30 Day, May - Sep Water Usage): (0.37 CCF x 30 Days) x 1.48 (Summer Budget Factor) = 16.4 CCF per 30 Day Billing Period

Block 3: Inefficient- Residential customer's whose water usage is greater than the budgeted amount will be billed progressively higher rates for that usage. Usage billed at Block 3 is a duplication of the amount budgeted for Block 2, and is considered inefficient use of water.

Block 4: Excessive- Residential customer's whose water usage is greater than the amount budget for Block 2 and Block 3 will be billed progressively higher rates for that usage. Usage billed at Block 4 is a duplication of the amount budgeted for Block 2, and is considered excessive use of water.

Block 5: Wasteful- Residential customer's whose water usage is greater than the amount budget for Block 2, 3 and 4 will be billed progressively higher rates for that usage. Usage billed at Block 5 is any amount greater than the sum of water amount allocated for Block 2, 3, and 4 and is considered wasteful use of water.

Landscape Irrigation Customers

Usage billed at Block 4 is any amount greater than the sum of water amount allocated for Block 1, 2, and 3 and is considered wasteful use of water.

Directly related the amount of water a property consumes is the Power Zone charge. This charge is for the energy required to pump water to an elevation that is appropriate to serve your home. The charge is calculated by multiplying the water consumption by a power rate charged for a particular elevation.

Every property served by the District is also charged a fixed meter charge, which is charged to cover the cost of, among other items, maintaining meters, processing bills, posting payments and repairing water mains. The charge is prorated daily based on a 30 day charge, and the charge applies to all open accounts, whether water was used, or not.

Sewer Rates

The District maintains four divisions that provide wastewater service, including the Regional, Canyon Lake, Southern, and Horsethief Divisions. Wastewater within each division is treated at separate facilities which are capable of treating the projected amount of wastewater produced within each division. The information provided below addresses Residential customers within each division.
